Primary Purpose
To make regenerative community living — rooted in care for people, land, and life — structurally accessible, resilient, and replicable, reducing humanity’s dependency on extractive systems one community at a time.
Secondary Purposes
- To develop and maintain reusable foundations — tools, standards, and resources — that lower the barriers to starting, sustaining, and replicating regenerative communities.
- To demonstrate through lived practice that regenerative community living is viable, replicable, and worth choosing.
- To grow a distributed network of communities that support, learn from, and strengthen each other.
Non-Goals and Exclusions
- EcoHubs is not a political party or ideological movement.
- EcoHubs is not a for-profit real estate or investment vehicle.
- EcoHubs is not a single prescribed way of living — it provides structure, not answers.
- EcoHubs is not a short-term project collective or event-based community.
Conditions for Purpose Change
The primary purpose may only be changed through a Constitutional decision as defined in the Decision Matrix (Layer 2), requiring a supermajority of Full Members (≥⅔ of votes cast), followed by a ratification period of no less than 30 days. Secondary purposes may be changed through a Strategic decision. Any change must be recorded in the Version History (Layer 6).
Rationale
RCOS-Core §2.1 requires a community to define exactly one primary purpose that describes the enduring reason for its existence, is stable across time, and can only be changed constitutionally. Without a ratified purpose, no downstream artifact — scope, invariants, governance, or economy — has an anchor to be consistent with. Adopting the Purpose Charter is the precondition for every other Layer 0 artifact.
Risks and Mitigations
- Risk: A purpose fixed this early may prove too narrow as the network grows. Mitigation: Secondary purposes carry the evolving work and can be changed by Strategic decision; the primary purpose remains deliberately broad.
- Risk: A constitutionally locked purpose slows legitimate adaptation. Mitigation: This is the intended trade-off — §2.1.3 requires it. The re-vote route in the Governance Protocol remains open to any Full Member.
Transition and Migration Plan
No migration required. The Purpose Charter status changes from Stub — not yet adopted to Active — adopted 2026-07-03; the artifact content is unchanged from the version deliberated.
Rollback Plan
Rollback requires a further Constitutional decision reverting the artifact to its pre-adoption state. Rollback trigger: a ratified finding that the stated purpose is unachievable or has been superseded by a subsequent Constitutional decision.
